MS-WORD TOC to Category+ Hyperlink + Paging

Hi all

I've been looking for a way to convert MS-Word reports with proper (style) structure to WordPress.
It would be nice to import this file (doc or docx) and have a plugin scan the styles hierarchy (->TOC) and create separate posts per chapter/sub-chapter( plugin setting) with paging from chapter to the next
Secondly a TOC could be added to the side-bar for quick navigation through the document.
Why?
When creating consulting reports for multidisciplinary group most of the readers are only interested in the report section with their part of expertise. Taking them there quickly via the Hyperlinked TOC and getting their feedback via the BLOG under the chapter would be most efficient.

... and then we export the document back to docx with the comments included below the chapter (or as comments) and we retain the original structure....
I know we have document management systems specialized for this ... but wouldn't it be nice a true 2-way integration with WordPress.
